Personally, I always try not to make any promises, especially when it is something to do with salary, bonuses etc. In short, anything monetary.
Trust me, some promises can be forgotten but any promise to raise one's salary will never get forgotten. If you are lucky, the promisee shall remind you during the apparaisal. If you are less lucky, the promisee will show his/her dissatisfaction and frustration through other means.
Wiser or coincidence had taught me that you may need to do so many things to ensure your promise is kept because some of the things you tried to do just simply doesn't work. However you may need to do nothing if you never promise anything. And then, when you give what is due, it shall become a pleasantly supprised bonus.
How about making promises to motivate people? I'd say, use other ways to motivate instead of to promise something that has the possibility of being broken. While making promises can and will motivate, a broken promises will have the exact opposite effect.

It is indeed quite stressful when we know that we can't really keep our promises, kan?
